Weather: How Big the Payroll Effect?

The unusually large number of people “with a job” but unable to work because of bad weather (273,000 versus a December Bloomberg average of 138,000) revealed by the “household” survey has been widely noted–with suspicions that it helps explain the unexpectedly small December “payroll” survey employment increase.
